Federal State Unitary Enterprise "All-Russian Scientific Research Institute of Flow Metering" (FGUP VNIIR) was established in accordance with order 299 of the USSR Gosstandart dated 23.11.1966 and is the successor of the Kazan branch of the All-Union Scientific Research Institute of Physico-Technical and Radio-Technical Measurements (Order of the USSR Gosstandart 0105 dated 30.10.1986).

FGUP VNIIR is a state scientific metrological center of the Federal Agency on Technical Regulating and Metrology in accordance with order 100 of the Government of the Russian Federation dated 12.02.1994.

In accordance with the statutory wording of the Federal Law "On assurance of measurement uniformity" 102-FZ dated 26.06.2008, Federal State Unitary Enterprise VNIIR is a state scientific metrology institute under the authority of the Federal Agency on Technical Regulating and Metrology, responsible for the provision of public services and the management of state property in the field of assurance of measurement uniformity.

In accordance with the list of specializations of metrology institutes under the authority of the Federal Agency on Technical Regulating and Metrology, relevant for 01.01.2013, FGUP VNIIR is the leading scientific metrology institute and CIMP MRA signatory in the following fields of measurement: "fluid flow rate" (including the "volumetric fluid flow rate","mass flow rate", "volumetric and mass flow rate of petroleum products")," gas flow rate" (including the "volumetric gas flow rate", "mass  gas flow rate" and "volumetric and mass flow rate of associated petroleum gas"), level of liquids and solids", "moisture content of petroleum and petroleum products".

 

FGUP VNIIR performs the functions of center of state primary standards in the abovementioned fields of measurement. As centre of state primary standards VNIIR provides storage, use and development of state standards, conducts fundamental and applied research in the field of liquid and gas flow measurement, initiates standards of a new generation, transfers measurement units through calibration and verification of measuring equipment, and conducts precise measurements.

 

The Institute is involved in the development of an international database on calibration and measurement capabilities (CMC), and maintains the functioning of a quality system in accordance with international requirements for testing, calibration and verification of measuring equipment.
