Implementation of a of Scientific Cooperation Program

of Rosstandart State NMI and PTB

In accordance with the previously achieved agreements between the Federal Agency for Technical Regulation and Metrology and PTB (Germany) - the leading German metrological centre, which holds leading global in the development of a reference database and scientific metrology - FGUP VNIIR held a meeting dedicated to scientific cooperation between the State Scientific Metrology Centers (GNM) of Rosstandart and PTB in Kazan on November 16-17, 2017.

The Russian delegation was headed by Mr. Sergei Golubev, Deputy Head of the Federal Agency for Technical Regulation and Metrology, and the German delegation was headed by President of PTB Mr. Joachim Ulrich.

The reports presented by the coordinators of the Scientific Cooperation Program - Fyodor Bulygin, First Deputy Scientific Research Director of FGUP VNIIMS, and Annette Koegler, Project Manager of Q5 Department “Technical Cooperation” were dedicated to a comprehensive analysis of the implementation of the Program’s provisions.

The agenda also included reports in the field of metrology of the digital economy, correlation of the new definitions of the kilogram and the application of silicon spheres, comparisons of time and frequency standards with the use of fiber-optic communication lines, and the metrological support of flow metering.

The participants of the meeting attended and discussed the reports by the representatives of PTB Peter Ulbig, Head of Department for Legislative and International Metrology, Frank Hertig, Head of Department for Mechanics and Acoustics, Bodo Mickan, Head of the Working Group for High-Pressure Gas Measurement, Leonid Vitushkin, Head of Laboratory at FGUP VNIIM named after D.I. Mendeleyev, Igor Blinov, Deputy General Director of FGUP VNIIFTRI, Aidar Mingaleev, Research Associate and Custodian of the State Reference Standard of FGUP VNIIR.

The participants of the meeting visited the reference complex of FGUP VNIIR and familiarized with the State Primary and Special Standards of the Institute.

As a result of the meeting, an agreement was reached on continuing mutually beneficial cooperation, forming a joint work agenda for 2018-2023, and establishing a joint working group in the field of metrology of the digital economy.

The next meeting dedicated to Russian-German cooperation will be held in Germany in September 2018.

On the results of the Joint Conference held in Kazan

on September 6-7, 2017

A joint conference organized by Rosstandart and the Committee for Technical Regulation, Standardization and Conformity Assessment of RSPP, comprising the 12th International Conference “NEFTEGAZSTANDART-2017” and the 5th International Metrological Conference “Urgent Matters of Metrological Support of Measurement of Flow Rate and Amount of Liquids and Gases” was held in Kazan on March 6-7, 2017.

It was attended by over 450 representatives of about 180 leading oil and gas producers, manufacturers of instrumentation and mining equipment, software developers, academic, representatives of industrial and university research institutions, government bodies and public organizations. The geography of the participants included enterprises and organizations of the Russian Federation, Belarus, Ukraine, Moldova, Kazakhstan, the Czech Republic, Germany and Scotland.

The program of the conference included a plenary session and thematic round tables "Legislative Support of Certification of Standards, Verification of Measuring Instruments and Technical Devices with Measuring Functions", "Digital Assets in the Digital Economy: Standardization, Efficiency and Safety of the Life Cycle of Oil and Gas Facilities", "Metrological Support of measurements of flow and amount of liquids and gases", "Methods and Means of Ensuring the Quality of Oil and Gas Products". The format of the conference also included a meeting under the chairmanship of Deputy Head of Rosstandart A. Kuleshov "Application of Express Analyzers in the Monitoring of the Characteristics of Motor Fuels", meetings of technical committees TC 1.4 "Flow Measurement" and TC 024 "Metrological Support of Production and Accounting of Hydrocarbons”, and a visit to the reference base of FGUP VNIIR.

Of special interest for the participants were the reports dedicated to the establishment and implementation of the national policy in the field of technical regulation, standardization and ensuring the uniformity of measurements in the Russian Federation and the Eurasian Economic Union as a whole. Great attention was paid during its conduct to reports on the results of research and development work in the field of metrology, the experience of the manufacturing application of instruments and equipment for the metering of the flow rate and amount of energy products, the implementation of digital technologies, and the experience of product certification and anti-counterfeit activities.

Thus, a report of the deputy head of Rosstandart Sergei Golubev focused on the commencement of the final phase of activities conducted by the metrological community in the field of re-defining physical values in the International System of Measurements (SI) - second, centimetre and kilogram - since May 2019. This will entail further improvement of the reference base, and an increase in the accuracy of measurements of basic physical quantities.

Director of the Department of State Policy in the Field of Technical Regulation, Standardization and Ensuring the Uniformity of Measurements of the Ministry of Industry and Trade of the Russian Federation Konstantin Leonidov addressed the primary directions of the development of the standardization system in the Russian Federation - modernization and technological re-equipment of industrial production, voluntary confirmation of compliance with national standards, extension of the practice of using document references in the field of standardization in normative legal acts, strengthening the role of business in standardization activities, and transfer of best available technologies within the framework of development and application of standards.

Representatives of oil and gas producers presented the results of practical implementation of innovative developments aimed both at increasing the yield of oil and gas deposits and increasing the reliability of metering the amount of produced, transported and processed hydrocarbons.

A report by the representative of the Ministry of Defence of the Russian Federation Yuri Viktorko focused on the transfer of quantity units from standards to working measuring instruments in ‘field’ conditions, and expressed readiness for cooperation in the improvement of the reference base of the Russian Ministry of Defence.

The high scientific level of the conference and the representative composition of its participants allow to expect constructive development of regulatory and legal regulation measures in the sphere of energy resources turnover, and an increase in the efficiency of the fuel and energy complex. These measures were reflected and included in the draft resolution adopted as a framework after a key event within the Rosstandard system in the field of technical regulation, metrology and standardization.

On August 21, 2017 FGUP VNIIR held a working meeting between FGUP VNIIR Director Vladimir Soloviev and Acting Rector of Kazan National Research Technological University, Professor Sergei Yushko, dedicated to the prospects of expanding scientific and technical cooperation.

FGUP VNIIR and KNRTU acknowledge the necessity to participate in joint projects on metrological support of technological processes in the extraction and processing of oil, measurement of flow rate and amount of cryogenic products during their production, transportation and distribution, verification and calibration of flow measurement instruments.

VNIIR and KNRTU confirmed the need to establish a creating a profile department "Analytical Chemistry, Certification and Quality Management” on the basis of the two organizations.

The participants recognized the relevance of developing joint training programs on professional development and re-training of engineering and technical specialists of gas production and processing industries in the field of metrological support of modern innovative technological processes in the extraction and processing of oil, oil gas and natural gas with the following specialities:

  • Metrological support of measurements of the amount of associated oil and natural gases;
  • Metrological support of measurements of the amount of liquid;
  • Metrological support of technological processes of oil processing at oil refineries.

During the visit to the Institute, Acting Rector of KNRTU Sergei Yushko familiarized with the reference base of FGUP VNIIR.

In accordance with the Order of the Federal Agency for Technical Regulation and Metrology dated April 6, 2017 No. 714, Rosstandart and the Committee for Technical Regulation, Standardization and Conformity Assessment of RSPP organize a joint conference comprising the 12th International Conference “NEFTEGAZSTANDART-2017” and the 5th International Metrological Conference “Urgent Matters of Metrological Support of Measurement of Flow Rate and Amount of Liquids and Gases” held on September 6-7, 2017 in Kazan at Kazanskaya Yarmarka JSC within the framework of the Tatarstan Petrochemical Forum.

The plenary meeting will feature reports by Deputy Heads of Rosstandart Sergei Golubev and Alexei Kuleshov, Director of Department of the Minpromtorg of the Russian Federation Konstantin Leonidov, Deputy Director of Department of the Minenergo of the Russian Federation Alexander Savinov, President of the Union of Oil and Gas Producers of Russia Genadiy Schmal, First Deputy Chairman of the RSPP Committee Andrei Lotsmanov, representatives of the executive bodies of the Eurasian Economic Community, Federal Service for Accreditation, and others.

Apart from the aforesaid activities, the conference will include a meeting under the chairmanship of Deputy Head of Rosstandart Alexei Kuleshov "On the Application of Express Analyzers in the Monitoring of the Characteristics of Motor Fuels", a meeting of technical committees TC 1.4 "Flow Measurement" and TC 024 "Metrological Support of Production and Accounting of Hydrocarbons". Participants of the conference will be given the opportunity to visit the reference base of FGUP VNIIR.

Among the specialists invited to the Joint Conference are representatives of federal and regional government bodies, metrological community of the Russian Federation, CIS and foreign countries, leading oil and gas producers, manufacturers of oilfield equipment, instrumentation and software, academic, industrial and higher education research organizations. Participants of the conference will traditionally include manufacturers and research organizations of the Republic of Tatarstan.

The conference will focus on the key issues of the development prospects of the Russian oil and gas complex, technical regulation and standardization in Russia and the EEU countries, primary directions of metrological development in the real sector of the economy, role of standardization in the resolution of the issues of import substitution and introduction of digital technologies, product certification and anti-counterfeiting.

A special feature of the conference is its organization within the framework of the Tatarstan Petrochemical and Forum, which has successfully established itself as a consolidating platform for the exchange of experience among specialists engaged in various branches of the fuel and energy complex, identification of priority innovative directions for the development of hydrocarbon production, transportation, storage and processing, demonstration of advanced achievements in oil and gas production and processing industries at the representative exhibition.

On August 9, 2017, Deputy Prime Minister of the Republic of Tatarstan - Minister of Industry and Trade Albert Karimov made a reconnaissance visit to FGUP VNIIR.

During the working visit, Albert Karimov familiarized with the State Primary and Special Standards designed for the reproduction and storage of units of volumetric and mass flow rate of liquids and gases, discussed the prospects of the scientific and technical development of the Institute and preparations for an international conference held by FGUP VNIIR and the Committee for Technical Regulation, Standardization and Conformity Assessment of RSPP within the framework of the Tatarstan Petrochemical Forum.

On the Council for Youth Policy established in Rosstandart 

MOSCOW, June 13, 2017: the first meeting of the Council for Youth Policy supervised by Head of the Federal Agency for Technical Regulation and Metrology was held in Rosstandart. The Order on the establishment of the new expert and advisory body No. 1290 was signed on June 8, 2017.

The meeting was held by Chairman of the Council for Youth Policy, Head of the Federal Agency for Technical Regulation and Metrology Alexei Abramov.

The primary task of the Council is to ensure a stable interaction of young specialists and scientists within the departmental system of Rosstandart, together with the representatives of organizations, youth public associations, government bodies, higher and secondary educational institutions, in order to consolidate efforts in raising the research and development level in the oil and gas industry.

Its major goal is to actively involve Rosstandart's young specialists in the activities of the department and other federal authorities in collaboration with the expert industrial community.

The first meeting of Rosstandart's youth focused on the issues related to the strategy of the Agency's activities in the corresponding fields over the next few years.

In particular, Alexei Abramov discussed the current condition and new approaches to cooperation within the spectrum of activities conducted by the Department with the members of the Council on Youth Policy. The conditions of professional establishment and development of young specialists in the system of Rosstandart and subordinate organizations were also considered.

Among the other issues discussed at the Council was a draft plan of activities in the field of youth policy for 2017-2018.

The matters to be addressed at the forthcoming meetings of the Council are those related to the informatization of Rosstandart and subordinate organizations, development of promising areas in the field of the Department's personnel policy, and others.

In the period of May 29, 2017 to June 10, 2017, FGUP VNIIR conducted training of the engineering and technical specialists of PJSC Transneft within the framework of a re-training program "Metrological support of the Transportation of Oil and Oil Products".

The educational process organized in collaboration with the specialists of Ukhta State Technical University under the corporate program of re-training PJSC "Transneft” specialists consisted of a course of lectures and practical workshops on the following topics: "Reserve Schemes for the Metering of Oil and Oil Products", "Systems for Measuring the Quantity and Quality of Oil and Oil Products", "Normative and Legal Framework for the Metrological Support of Crude Quality Control Systems".

The participants of the training courses also familiarized with the State Primary Standards for the measurement of liquid and gas flow rate, and measurement of the quality parameters of oil and oil products.

Following the training results, representatives of PJSC Transneft highly appreciated the quality of the training process and the practical feasibility of the obtained knowledge in the field of measuring the flow rate and amount of energy products.

FGUP VNIIR plans to continue the practice of training, re-training and improving the skills of engineering and technical personnel of the largest Russian oil and gas producers, in particular with the use of scientific and pedagogical potential established in cooperation with Kazan (Bolga Region) Federal University and its fundamental department "Metrology and Instruments for Oil and Gas Flow Fare Measurement."

Following the results of trilateral comparisons of national metrological institutes FGUP VNIIR (Russia), NIM (China) and PTB (Germany) conducted in 2014-2016, a new CMC entry of FGUP VNIIR was registered in the database of the measurement and calibration capabilities of the Bureau International des Poids et Mesures (BIPM), . The new calibration capabilities of the State Primary Standard of Volume and Mass Gas Flow Rate Units GET 118-2013 are available at the following link in the section "Mass and related quantities” of the BIPM database by the CMC identifier "VNIIR-13.04".

COOMET Young Metrologists selected by COOMET

 

The best young metrologists, according to the International Regional Organization of COOMET, were announced in May 2017 in Astana (Kazakhstan) at the conference-competition for the title of the "Best Metrologist of the International Regional Metrological Organization of COOMET".

The contest was attended by 33 applicants from 8 countries, including Russia, Ukraine, Belarus, France, Kazakhstan, Germany, South Africa and the United States.

The Russian group comprised 12 participants from National Metrological institutes and State Regional Centers for Standardization, Metrology and Testing selected at the Russian Conference of Young Metrologists under Rosstandart.

The committee of the contest, headed by President of COOMET Vladimir Krutikov, evaluated the reports of contestants on the basis of 7 criteria. The highest priority was the scientific novelty or socio-economic significance of the work. As a result of evaluation, the committee noted the high level, scientific and practical relevance of the submitted works.

The first place was awarded to Edite Bayer, a graduate student from Poland, who is currently studying at the PTB National Metrological Institute (Germany).

The second and third places in the COOMET rating were given to the following Russian metrologists from the leading national metrological institutes FGUP VNIIFTRI and FGUP VNIIM named after D.I. Mendeleyev:

  • Mikhail Aleinikov (All-Russian Scientific Research Institute of Physical-Technical and Radiotechnical Measurements)
  • Anna Villevalde (All-Russian Scientific Research Institute of Metrology named after D.I. Mendeleev).

A thesis research by the specialist of GMC GVCH of VNIIFTR Mikhail Aleinikov addresses the issue of limiting the frequency stability of the frequency standard of the "fountain type" due to the effect of the phase noise of the so-called "interrogation signal". The relevance of increasing the stability and accuracy of this type of frequency standards is necessary in order to ensure the required accuracy in terms of reproducing the unit of time and frequency of the Russian reference base. In particular, the research results are applicable in the development of the ground segment of the GLONASS navigation system. The novelty of the author's approach consists in the application of a special hydrogen standard of increased power as a reference signal for the standard of the "fountain type". The research completed by the young scientist is relevant in the face of increasing demands for the accuracy of coordinate and time measurements.

The these by a research associate of the dosimetry laboratory of FGUP VNIIM Anna Villevalde considers the metrological support of measurements in brachytherapy (radiotherapy). In particular, the results of research conducted at FGUP VNIIM allowed to develop elements of a system for the metrological support of measurements with sources composed of radionuclides iridium-192 and iodine-125 for brachytherapy applications. The development of special reference equipment will facilitate a two-fold increase of the accuracy of measurements in this field of activity.

Euro-Asian Metrology Cooperation (COOMET) is an organization of cooperation between the state metrological institutes of Central and East-European countries. It was founded in June 1991.

Express laboratory ELMER-001

for quality control of motor fuels

The distribution of motor fuels at filling stations is faced with an urgent issue of quality control of motor fuel supplied for sale to consumers - automobile gasoline and diesel fuel. The standard control procedure is implemented by sampling and submitting the fuel for expensive long-term analysis in specialized testing laboratories.

The introduction of the Preliminary National Standard PNST 155-2016 facilitates the application of express analyzers that within a few minutes with an accuracy of 95% determine the quality of motor fuels and determine whether it can be further distributed, or a suspicious motor fuel sample should be submitted for analysis to a testing laboratory.

FGUP VNIIR has developed the express laboratory ELMER-001, which allows to conduct express analysis of motor fuels in several minutes to determine such parameters as octane number, cetane number, sulphur content and the presence of such metals as lead, iron and manganese.

The express laboratory has a portable design. Its weight does not exceed 5 kg. This will allow to use it in any conditions of filling stations without the need to establish special premises for express analysis.

Currently, activities are underway to register the device in the Federal Information Fund for Measuring Instruments.

On the progress of the improvement of the State Primary Standard of Mass and Volume Liquid Flow Rate Units GET 63-2013 and the development of a unified State Verification Schedule

Work on the improvement of the State Primary Standard of Mass and Volume Liquid Flow Rate Units GET 63-2013 was completed in 2016. At the RTC of Rosstandart, the improved standard was given the name of the State Primary Special Standard of the Mass and Volume Units of Liquid in the Stream, Mass and Volume Liquid Flow Rate GET 63 (Figure 1).

The purpose of its improvement is to ensure the possibility of implementing a unified State Verification Schedule for instruments measuring the mass and volume of liquid, capacity, mass and volume liquid flow rate.

A unified reference complex was developed in the course of the improvement, which provides storage, reproduction and transfer of the Mass and volume units of liquid in the stream, mass and volume liquid flow rate. The complex was created on the basis of the State Primary Standard GET 63-21013 (Reference Unit 1) and the State Primary Special Standard GET 119-2010 (Reference Unit 2).

The following metrological characteristics were obtained as a result of improvement:

  • expanded uncertainty of EU-1 (at p = 0.95) not exceeding 0.033 %;
  • expanded uncertainty of EU-2 (at p = 0.95) not exceeding 0.030 %;

A draft unified State Verification Schedule has been developed which after its implementation will replace the state verification schedules GOST 8.142-2013, GOST 8.373-2012, GOST 8.374-2013, GOST 8.470-82, GOST 8.510-2002.

The scope of the draft unified state verification schedule extends to the State Primary Special Standard and the State Verification Schedule for instruments measuring the mass and volume of fluid in the stream, liquid volume and capacity at static measurements, mass and volume liquid flow rate

The draft unified State Verification Schedule consists of three parts as follows:

Part 1 - for measuring instruments verified using water;

Part 2 - for measuring instruments verified using liquids other than water;

Part 3 - for instruments measuring liquid volume and capacity at static measurements.

The developed draft unified State Verification Schedule was presented at the joint meeting of TC 024 and SC 3 subcommittee of TC 206. Relevant comments were collected. The final version of the draft State Verification Schedule is currently being developed.

Confirmation of compliance of the Quality Management System of FGUP VNIIR with the International Standard ISO/IEC 17025 within the framework of COOMET (Euro-Asian Metrology Cooperation)

Euro-Asian Metrology Cooperation (COOMET) is an organization of cooperation between the state metrological institutes of Central and East-European countries.

The Quality Forum was established as a structural body of COOMET in 2002 to support the implementation of the ISO/IEC 17025 standard in the National Metrological Institutes (NMIs) - members of COOMET in accordance with the requirements of the Agreement on Mutual Recognition of National Standards and Calibration and Measurement Certificates issued by NMIs (CIPM MRA).

The primary objective of the Quality Forum is to harmonize the understanding of the requirements of the ISO/IEC 17025 and ISO Guide 34 standards, their implementation in the NMI - members of COOMET, and the recognition of the Quality Management Systems (QMS) of the NMIs.

 

 

On February 15-16, 2017 the city of Sarajevo, Bosnia and Herzegovina, hosted the 18th Quality Forum and the 23rd Meeting of the Quality Forum’s Technical Committee.

The meeting was attended by 26 representatives of Azerbaijan, Bosnia and Herzegovina, Germany, Georgia, Kazakhstan, Lithuania, Russia, Moldova, Romania, Uzbekistan and Ukraine.

Presentations of the QMS of the following NMIs were presented State Metrological Service under the State Committee for Standardization, Metrology and Patents of the Republic of Azerbaijan (Azerbaijan) and the National Institute of Metrology (Moldova), and certificates of recognition of the QMS were issued in accordance with ISO/IEC 17025 to NMIs with Quality Management Systems evaluated in 2016.

Besides, FGUP VNIIR was one of the NMIs that successfully passed the QMS audit in 2016. This was preceded by thorough preparatory work conducted by QMS specialists in the structural units of the Institute. It included the development of QMS documentation, preparatory internal audits, and supplementary training of employees in accordance with the requirements of ISO/IEC 17025. The results of the work were inspected by the commission of COOMET Quality Forum auditors, following which, pursuant to the decision of the 23rd meeting of the Technical Committee of the COOMET Quality Forum, FGUP VNIIR received a certificate of recognition of the QMS in accordance with ISO/IEC 17025.

FGUP "VNIIR" has completed the publication of the collected works of the 4th International Metrological Conference “Urgent Matters of Metrological Support of Measurement of Flow Rate and Amount of Liquids and Gases” held on September 7-9, 2016 in Kazan within the framework of the Tatarstan Petrochemical Forum.
